Yes but it would be really hard to get,not everyone will have kekei genkai and if you have one you should have some advantage. You could stun for 15 seconds but you would lose almost all your chakra,that was just a suggestion it dont nessecery need to be 15 seconds,developers can decide. Onlye one or two people would have mangekyou riyokugan. I called it Akamegan because it sounds cool to me,if i colored it red everyone would say "OMG COPYING SHARINGAN" name,design and everything can be changed if needed i just got an idea and suggested it because i want to help developers any way i can.

Fuyu clan (name idea) kekkei genkai: this was partialy inspired by the yuki clan (haku's clan) ice release, however this would be a body kekkei genkai, someone who has this would be able to freeze anything they touch, making them particularly dangerous in taijutsu battles, however because of their icy nature it would be impossible for them to learn fire or lightning style jutsu, and if a shinobi is skilled enough they could use fire or lightning style to counter this by circulating that chakra in the effected area or something.

Correct: Ice nature requires Water and Wind, leaving no chance of learning any other styles. However, water conducts electricity so perhaps using lightning is a bad idea?
