It's kind of here nor there.... we will take out the dominoes that are really important like for example if a Kage is the cause of a war that is going to start we'll have one guy realize this and them take him out then. Or if some other organizations that are evil try to take out a really important individual then we'll eradicate them or explain to them what they would start or if we are feeling evil at that moment we'll just do nothing
