Police force and Anbu? Bingo book?

If the guards in the village are Npc Then will the police force be Npc too? If so then how will things such as bingo books work?Or will Anbu be the only ninjas in the village who go and capture/ kill ninja criminals?

Nah, you can be a bounty hunter and capture/kill ninjas. Most ninjas will just need to be defeated and you can bring them back to jail. Only the ones marked "Dead or Alive" will you be allowed to kill. If they're not marked and you kill them anyway, you might as well write your own name in the book and start running.

FYI: "Killing" someone is optional. Once theyre defeated, you get a choice to let them live or end their life.. there's no "accidental killing" in Shinobi Life Online unless you click the wrong one

How will you know when a enemy is defeated? And when they are defeated will a window just open up saying you have defeat" foo"and then it will give you two options?

When they stop moving, chances are they're dead lol. As far as the exact mechanics of how the window will appear have yet to be determined. I doubt it'll pop up in the middle of your screen because that would be an issue trying to see around that if you're facing more than one enemy and you just killed the first.
But yeah you've got the gist of it. You'll see that you've defeated someone and will be asked what you want to do.

That's basically what a bounty is, a sum of money offered as a reward for capturing/killing a specific target.

I know what you mean, something like the honor points in WoW. However I doubt such currencies will exist in Shinobi Life Online mainly because this aims for a realistic simulation experience.
