How about we choose what type of jutsu we want our shinobi to learn. we can master tyjutsu if we want or genjutsu and even learn all of them one after another. We can learn to use sword or just use kunai.  Everything we learn is our own decision.

yes this is planed and you don't have to choose between jutsu you can learn genjutsu taijutsu ninjutsu Bukijutsu(Ninja tools, swords and shuraken)Medical ninjutsu,Fuinjutsu(summoning and barriers) you just have to put in the work for all of them.
