   I don't think there's any real danger of it becoming a "pirate" game if we keep in mind that these are super humans that can run 60mph, leap small buildings in a single bound, can walk on water and vertical surfaces. So equipment and tactics) that normal people would need to use (grappling hooks, having to line up the ship's broadside to aim and fire, getting right up on the other ship to board) would be unnecessary and inefficient. NPCs ships could use those, of course, but they would be useless to a Shinobi crew.

   Just because the word pirate is used, doesn't mean it has to be the stereotypical Caribbean pirates. There were Asian and Russian pirates, and there have been pre-gunpowder ones as well.

   So basically, all you would need is let people access/control boats, able to attack things not on the boat, ability to board/take over sailing ships not your own and let the community have at it. I'm pretty sure it'll become a pirate game for some people fairly quickly.

Pretty much this. With rogues and boats, of course there will be Pirates, and also, people that control the wave has the power to get a lot of resources for their org/clan.

With a game like this, some people will take Medics seriously, some will even take TaiJutsu seriously just as in Lee does.

This game gives a lot of possibilities and shouldn't be making suggestions based on "I think".
