You can't have 2 kaga level  characters like hashirama and Madeira and have a Jonin level charicter like kabuto and naruto at chunin.
If you want Madeira and hashirama you need to genin level characters like kanahamaru or Hanabi Huyga
There the only useful ones anyway

I don't see how naruto is considered chuunin and Kabuto is considered jonin.
At the stage you said, the fight between Itachi and Sasuke, Naruto has full access to sage mode, rasenshuriken and 2nd state nine tails chakra cloak. He would easily rip many kage, for instance Tsunate. Also, in the original example you gave, you are very inconsistent - Neji and Shikamaru are both Jonin, Naruto should blatantly be kage level, and Sakura should probably be jonin or chuunin, so the squad would be JJKC - that means that to call my squad is weaker than your example - Obito, probably chuunin level. Kakashi could easily beat him, he only has kamui before he gets the rinnegan.(same as Kakashi). Madara is most definitely not a kage - he left the village for that very reason. Harashima is definately a kage, as he was the 1st hokage. Kabuto could only fight kakashi at that point as he caught him offguard and he had to fight many high level sound ninja, whilst worrying about Hiruzen, who he saw as a father.

Therefore,
Jonin - Madara Uchiha
Chuunin - Obito Uchiha / Tobi
Kage - Harashima senju
Genin - Kabuto Yakushi

To this I say naruto is strong but everything he can do has Majer drawbacks as well and can be exploited in the formation step of the game.. So yes naruto because of his drawbacks is considered chunin for this game. Remember that it's not the team you assemble but the way you deploy them in your formations that determan wether you win or loose.

So far with the exception of a few people I could beet most of your formations with a team of genin

By the way if people want to use a charicter like sasuka that has bin used 3 times already I will except genin versions of the character because of all the flash backs in shappuden.

The challenger is the attacker the challenged is defending.
So when declaring a attack on some ones squad
If you have more than one formation you can deside what formation you want to start with.
Same goes for the defending formations.
If no deceleration of formation is stated it will default to formation 1 as everyone had one.
Attackers will have priority Inless a sensory ninja is on the squad. Then defenders will have priority.

I think once submitted, a team shouldn't be allowed to change if someone else has a better idea than them - that means I may aswell wait until someone has better shinobi and just copy their team, which defeats the idea of the game.

That's not what I did. I didn't copy anyones team mate xD

I just swapped 2 players for another two, my team is completely unique from anyone elses.
