Should speed affect damage?

Say Vreg runs at Saitou with a chidori in his hand.
Should it do more damage if he's running at 100km than if he's running at 1km or should it do the same amount of damage?
Or, alternatively should it vary with different jutsu.#
Choose im gay if you don't mind either way :)

I think it should. But a small increase only. Say you're running at 70kmh, i think the increase should +0.125(original damage)
I also think it should depend on the jutsu, say for instance you're running at 70kmh and you're using firebreath, i think the damage should stay the same. ( Fire breath will be a stationary jutsu, but i just used it as an example)

I think we could do like [jutsu_damage] + [jutsu_damage] * [movement_speed] / [max_speed]

In other words, you can do twice the damage if you run at full speed, 1.5 times the damage if you run at half the speed and 1 times the damage if you're stationary.

Now before you say: but... having speed influence damage by up to a 100% is too much, not if we consider how a jutsu is used. For example, if a jutsu is used stationary most of the time, we can make it have a higher default damage which does not get influenced by speed often and if a jutsu is used while running most of the time, we can make it have a lower default damage that will get balanced by speed.

Also, you can increase damage over a 100% if you for example hit someone while dodging or jumping.
