Individual seals

I was thinking that with some high tier jutsu players should have to figure out the hand seals themselves.
Maybe have them randomize for each player. These jutsu should be short as anything else would be hard to figure out.
Maybe the player could be given one hand seal for each ninja rank they obtain, eg they are given the first seal at genin, second at chunin and so on.

Having the player figure out the jutsu seals (Only for high-tier rare jutsu) is a nice idea. You are right that the jutsu seals should be different for each player, since having them all the same would mean they can be sold and brought, which is unrealistic at all. One bad thing about that though is that all a player would have to do to learn a high-class jutsu is guess some numbers, which makes the whole thing based on luck and pure chance.

Maybe we can add a first step to your method, where a player has to identify a specific jutsu, reach requirements to learn that jutsu, and then would start training to figure out the hand seals. We can also set a minimum time requirement to learn a jutsu, depending on how high-level the jutsu is; meaning that you should at least train for a specific number of hours in order to have learned a jutsu - in order to prevent players from being extremely lucky and just figuring out the hand seals with pure luck the first couple of tries.

Another thing is that there could be a limit to how many tries a player has for a specific amount of time; say like ten tries an hour or whatever. Having no limit on that would just be like a trial and error experiment and that is honestly not fun nor real.
