Will they be allowed ? Would be amazing to have people have their own secret lair/Villages to have a laboratory for scientific experiments (Such as mixing Kekkei Genkais, Jutsu experiments, etc.) And if not, will we be able to make our own hideouts with earth style or something ? Rogue ninja's are doomed if we can't v_v

Of course, it would be awesome to have labs, but I don't see anyway how this thing may work. What would you do there? Vreg said that we won't be able to create our own jutsus. Combining things is just like creating jutsus, so I don't think it would be implemented...

And Orgs will be able to buy hide-outs with money. They will be expensive though. But I don't think we will be able to create shaltter using an earth jutsu or something similar. (like this: http://naruto.wikia.com/wiki/Wood_Release:_Four-Pillar_House_Technique)

I know that you can sell/extract blood etc. so I think if this were to be implemented, mixing blood would be the only scientific thing you could possibly do and get something completely new. Example, something from LoL's rune combiner:
