You should put a pvp arena in that only gets used once a month and it would be used for a ninja war where all the villages created by player or the ones you put in as a standard go into a giant arena and fight to see whos village is strongest and it would be posted on the website and it would show who in that village got the most kills or contributed the most to the fight and that village would receive a bonus like items in their village would be cheaper or something like that. I mean this would only happen for the villages who had atleast a certain number of people sign up for it. It might make it unfair for that one village I know will have like a million people in it and it would make them the victor every battle.

In the Shinobi Life Online world there is diplomatic peace between official villages. They will not attack each other on a monthly basis. Instead tournaments can be held by them on a monthly basis, even allowing unofficial villages to join. We could say that before each tournament, members of a village need to apply themselves as a tournament fighter for their village. If a village has enough of those assigned, it can join the monthly tournament. Once the tournament starts, the applications for that month's tournament will close for all members. Only the members that applied will be able to join the fight.

Fights will also be divided into the minimum required tournament representatives. If the minimum for a village to join the tournament is 20 representatives, fights will be held 20 vs 20. So when an official village gets like 1000 representatives and an unofficial gets 40. Fights will still be held 20 vs 20 to keep things fair. Therefore being the winner of a tournament does not mean you have the strongest village in Shinobi Life Online. Because if it was an all out war, then the village with most players would most likely be the victor.

Ok  that sounds good would their be like a rank requirement so that only the higher ranks could fight each other and what not I know there isnt going to be a character lvl but a skills lvl instead but do you think that it would be unfair if you had some people with only a couple jutsu and some people with like 5 or 6 fighting each other

It's probably not fair no, but who said anything about making stuff fair? This is a simulation, meaning that it's supposed to be realistic. And since when did reality become fair? Of course it's not totally unfair either, you would still be able to kill someone who has a higher jutsu level than you, and you could definitely assist stronger players than yourself in their fights.
