In the Shinobi Life Online world there is diplomatic peace between official villages. They will not attack each other on a monthly basis. Instead tournaments can be held by them on a monthly basis, even allowing unofficial villages to join. We could say that before each tournament, members of a village need to apply themselves as a tournament fighter for their village. If a village has enough of those assigned, it can join the monthly tournament. Once the tournament starts, the applications for that month's tournament will close for all members. Only the members that applied will be able to join the fight.
Fights will also be divided into the minimum required tournament representatives. If the minimum for a village to join the tournament is 20 representatives, fights will be held 20 vs 20. So when an official village gets like 1000 representatives and an unofficial gets 40. Fights will still be held 20 vs 20 to keep things fair. Therefore being the winner of a tournament does not mean you have the strongest village in Shinobi Life Online. Because if it was an all out war, then the village with most players would most likely be the victor.
