A specific jutsu

Ok, I know you still haven't planned the jutsus and that will come later in dev but I want to ask about a specific one: Hiraishin or Minato's FTG. I'd really like to see this as achievable. Ofc not easy and only after a long ... questline or so. Or maybe who knows, only kage achievable

This basically teleporting without limits. Only kage achievable seems right if this ever becomes a jutsu.

Ok, new question, if I really want this justu, can I start as member of one of the five villages, become kage, get this jutsu, and just afterwards go missing-nin?

A Kage level teleporting bad guy, that's not going to happen. You're given the ability to master that power only because the people of the official village trust you. Once you betray their trust (or are not fit to be Kage anymore), you lose that power as well.
