If need be, you could even have like a chatroom system in the game to share information with a group of people. If you've played Runescape, it could be something similar to clan chat.

And about the derived topic related to intel protection, I think it has no point because:

1. If you are playing on Hardcore Server, I don't think there will be "important information". Who will generate them, because there is no rp? What will they be about? About attacking a village? There is no point in planing that with other character, you can simply do it and that's it, it can't take too long to prepare and even if someone finds this out, he can't do anything, there would be not enough time to prevent something like this.

2. If you are playing on RP Server, what the player knows and what his character knows are different things. Even if an admin or someone else see a PM his character would have no reason to act as it does not know anything about the PM. Not to mention that you can't planing attacks via whisper/pm or whatever, you have to do it face to face with that character or in other RP ways.(PMs are not part of ic they are part of ooc thus they don't belong to roleplay)
