Not all clan members will have to live in the same village.
I'm sure you have some relatives in real life who live in a different city or country, there is no rule that I'm aware of saying to be in a clan you must be in the same village as the founder.

Mars is right. Not all members need to be part of Hidden Thunder, though it will be the core of the clan and being further out from the core leaves you vulnerable, I won't force members to stay local to our home village

Not my point at all, that boy's parents are from where you live or whatever, anyway, I thought this is like naruto universe, they're not Uchiha members on another village, or if they are they were born in hidden leaf, that's what I wanted to say, anyway good luck with your clan buddy!
