There would definitely be a group close to the Kage that have some of his or her powers. Though it wouldn't be as effective, I'm sure the village could survive.

There will be monthly (I believe) votes for Kage. It would probably just be one of the strongest players. At the end of the day, you're going to need someone that can defend the village from attack

As with most MMORPGs, if it survives that long, it's likely they'd make an SLO 2.0. Maybe that could contain such things, but I'd much rather see more content and bigger maps etc rather than a more modern world.
