My way to go about this, would be to have it set as a random event of obtainment. Envirementaly wise. There is different tasks that people can do to obtain a legendary weapon but only 1 person every 6 months can obtain one. So lets say to obtain a legendary fan from the hidden leaf. you must first read up on your villages lores to find out about a hidden cave when snooping in the restricted section of the library, and you head over to that cave to find a coded door with a riddle. you unlock the riddle to be put through 3 trials and after all this is compleated you go through a test of your shinobi power by facing a Npc. and you obtain the legendary weapon that way. after that happens all existence of the cave is locked down for 6 months only for the lore to again appear in the restricted section.

Its only a concept but we should make it possible, being able to learn a jutsu form doing a set amount of things then acquiring the skill. Example would be you have run for a extended period of time and have done a lot of parkour so lets say you learn the run on walls technique and while i'm discussing such topic, how about you have to learn how to run on water as well, so you can't travel to certain places until you have the proper jutsu to get there.

Jutsu Name: Teleportation (Flash step)
Jutsu Type: Ninjutsu
Jutsu Description: This jutsu allows you to teleport to a area that you marked.
Jutsu Level:Intermediate,Expert,Master ( the reason for the 3 levels is for the upgrades of the jutsu, the higher the level. the more increased range you can use.)
Chakra Nature: Any
Jutsu Range:Large
Effects if hit:Player is moved from there current standpoint to the location of the mark. For the jutsu to work, they must not be hit while doing the hand seals or such. If the user is hit while performing the jutsu it does not stop the teleportation but rather moves them away from the original location depending on the damage increases the distance.

Number of hand seals= 5-10 depending on level.

That last justu about the decreasing Hp, A medical ninja does not loose Hp points when healing its not like they are giving there own life, i say those are some basic medical jutsu so should be novice for medical and then make it so that it does not take hp away

But lets say the user who recalled the jutsu has more chakra then the other user. Now its just that he can recall his jutsu and attack more killing the one who can't afford to do that.

Should people be able to Use R to cast a jutsu that they just used:
Example of Flaws,

Fighting: You cast chidori other casts fireball, They shoot the fireball and miss giving you the perfect opening, you start charging them. But they Pressed R and are now firing a fireball right at your face, you can not move as there is no time to react to this sudden firing of a jutsu.

Though the only thing they sacraficed for this cast was extra chakra.

Jutsu Name: Water orb jutsu
Jutsu Type:(Ninjutsu)
Jutsu Description: Shoots small balls of water around the user say 3-6 ball depending on justu level, they fly off in random directions and if they get close to a enemy they latch on and start growing on the target
Jutsu Level:(Expert)
Chakra Nature: Water
Jutsu Range:(Large)
Effects if hit: The ball starts growing over time and after 30 seconds if the justu is not removed by a medic somehow, it will eventuelly trap you in a Ball of water slowly decreasing your health with a active 15damage every 2 seconds. Justu lasts for 20 seconds for a total of 150 damage.

caution: If the owner of the jutsu walks into the orb the same thing will happen to him.

Jutsu Name: Severe tornado storm
Jutsu Type:(Ninjutsu)
Jutsu Description:Unleashes a giant tornado infront of the user that then goes around destroying stuff, it lasts for 30 seconds and as the jutsu hits lvl 3 your tornado has 3 little tornado's that spawn from it.
Jutsu Level:(Master)
Chakra Nature:Wind
Jutsu Range:(Large)
Number of hand signs: 11-12
Effects if hit: Sucked into the tornado for 5 seconds getting dealt 10 damage each time, for a total of 50 or so health loss depending on how the health caps will be made so lets say someone has 150 health it will take away 1/3 of there health.

After the 5 second are done you get shot into the air getting dealt 20 damage on fall. or however fall damage when getting knocked down will work.

In my opinion we won't have level systems but Genin Chunin and Jonin  Along with these you have to train your stats through fighting and hunting or doing the actions required.

These have already been applied, You have to level the techinque to get a good attack from it. and you must train up your chakera because a A rank jutsu will cost alot of chakera to begin with. and you can not give scrolls to random people unless its a hidden or forbidden scroll that was found.

It would not be too late, because to activate a jutsu confirmed by Vreg you use 0-9 numpad.

So as this would work you could want to use chidori, lets say chidori is Ox>Hare>Monkey or in numpad 0>5>8

the jutsu is activated in the form of 0>5>8:Enter    this confirms the jutsu. of Chidori

Yeah you can do that. But thats the point, In battle you have the stress of remembering and using the jutsu. Its not like press 1 button and you can shoot it you have to REMEMBER
