1. The role of Kage is to lead the village. In short, that includes several responsibilities like: setting tax level, assigning missions (?), administering tests for promotions, wartime duties, managing the physical appearance and planning the expansion of their village, etc. These, however, will not detract from the player's gameplay. This isn't a Kage Simulator, their power will be limited by the game to make sure the game stays fun for the average player. (Ex: they can't declare war on every nation and set taxes at 100%)

2. The political system will probably revolve around the Kage, but won't be limited to them. The Kage are elected, which is as much politicking we have seen planned thus far. I imagine that will be a big event in game. Also, I feel there will be some focus, on a community level, on the Kage's new 'administration.' Each Kage will have their own made up ranks at will be needed to be filled each time a new Kage is elected, which will fuel some drama. Other than that, politics will probably be fairly limited to the Kage Summit.
