It's not exactly official, although we do try to be as close as we can to that.
As it's a community made thing, I think the category it was posted in is correct.
As for pinning that could be done.

Nice job, Mars.
I've seen a lot of random fucking sites and organisations use this now, like Reddit pages, so this isn't such a bad idea for SLO.
