I am thinking of starting my own clan which specializez in wind release techniques. Do I have the right to create one?

Yes. Feel free to make one, though leading a clan sure as hell will take a lot of time.
Though creating something that big just like that may be too much. Friendly Tip.

Simply making a thread in the Clan sub-forum is sufficient enough.
I hardly recommend you follow the Clan Template (https://www.shinobilifeonline.com/index.php?topic=1506.0)
Take this last piece of advice at least, you should read some of the other clans and also, you should get to know the community a lil more.

Best of luck trying to create your clan.
Best choice of action would probably be to get known in the community before making a clan.
Most new people that create a clan tend to give up soon after because they don't get many / any members at all.
As most of the active people already have a clan, which they won't leave for just any other clan.
