Do the Kage make up missions or are they developed by the team developers (honestly I would like the kage to do it cause it would be more roleplay like and realistic plus would make sense)

The kage players decide missions for the ninja.
There might be some quests or something though.
But i'm certain there will be secret and non secret missions given out by the kage himself.

Most requests come to the village from others around it, both npcs/devs and players. The missions are merely distributed through the kage and their subordinates. I look foward to player missions too, tho ofc there will be npc's requests. The kage only assigns those missions that they deem needed. I do hope we are not told to pick the kage's potatoes :P

I'm sure when the kage wants potatoes that his servants have no other choice then to pick them.

But what if the Kage is offline? Then would it be just a normal quest like a NPC sending you out on missions?

i guess it cant be something like player give you mission, it will be like he give you scroll to give it to other kage and this scroll can only be opend by other kage rank. and when the mission done and the other kage get it,the kage will give you ryo or anyshit he promise you to have.
i guess all the other missions will be like this like fight,etc....kage missions only to win ryo.

The problem with this is that Kages aren't developers, and can't create missions like Vreg can. If a Kage tells you to to kill 69420 rogue ninjas, he would have to trust that you did it, and then give you something that he personally has, because he cannot tell the game to give you XP. That is, unless Vreg can find a way to allow Kages to assign basic missions like "capture a cat", wherein the cat is an NPC that spawns once the quest is given.

Money is an option though.
And exp is always obtainable through NPC missions.
Kage missions are most likely missions that will get you big bucks.
As for the trust thing a piece of evidence could be brought with him like a head for example, or DNA
Giving a mission like killing so many rogue ninja is just plain stupid, because you know he/she won't complete the mission.
