How about a family system? and not just giving yourselves the same last name

Would be hard, seeing as you will have the same "age" in-game.
It can be done by using just role-playing and there's no real reason to have it.
Other than perhaps "Family-sharing" loot etc.

This is not something that a system can control. There are many reasons for that, but I don't have the required time now to explain it widely.

brothers can be the same age and people can probably alter their age with appearance

dont u mean sake family we drink that thing that jp drink then they become family....i guess a lot of u know it.
